A coordination meeting led by Engr. Almirante A. Abad convened NFA staffs, PLGU-PALLGU TWG, and Farmer Leaders to discuss the current status, challenges, and future direction of the Palay Assistance to Local Government Units (PALLGU) program. The session also tackled updates regarding the Price Range Scheme (PRICERS) program, with focus on financial disbursements, operational procedures, and ongoing program adjustments.
Mr. Cabrillas of NFA introduced the newly released NFA SOP No. GM-PR 35, which redefines the operational framework for PALLGU implementation. He emphasized the need for a new Memorandum of Agreement (MOA) between the PLGU and NFA, as the NFA will provide the list of beneficiaries. It emphasized that the MOA must clearly indicate that personal data shared by the NFA is confidential and shall only be used for PALLGU-related purposes in line with the Data Privacy Act (RA 10173). Top-Up incentives from LGUs are distinct from the official NFA buying price
- Palay will continue to be weighed and sold at NFA.
- Farmers will receive payment from NFA based on PRICERS rates.
- LGUs will provide the Top-Up incentive directly to beneficiaries listed by NFA.
Stakeholders expressed optimism that the strengthened coordination between NFA, PLGU, and local associations would enhance the efficiency and impact of the palay procurement and support programs amid evolving policy landscapes for the benefits of farmers.
