Sixteen fishery technicians and government personnel sharpened their skills in boat admeasurement and classification during a two-day workshop on November 13–14, 2025, in Mercedes, Camarines Norte. The activity is part of the province’s ongoing push to strengthen local fisheries governance and ensure sustainable practices.
The training focused on equipping LGU personnel with the technical know-how to fulfill their devolved functions under Executive Order No. 305, Series of 2004, which mandates the registration and proper classification of small fishing vessels three gross tonnage and below. Accurate vessel measurement is essential for regulatory compliance and sustainable fisheries
management.
Facilitated by Engr. Charissa Buban, Shipyard Specialist, and Ms. Marina Collao, Clerk Officer from MARINA Regional Office V, participants gained hands-on experience and expert insights on measuring, identifying, and classifying different types of fishing vessels.
The group—nine males and seven females from various agencies—benefited from knowledge sharing and inter-agency collaboration, strengthening local fisheries networks. Key skills learned included:
- Determining gross tonnage through precise vessel measurement
- Identifying common fishing boat types used in municipal waters
- Classifying fishing vessels according to MARINA standards
- Understanding the LGU’s role in enforcing fisheries regulations
The training highlights the importance of continuous capacity building for local officials tasked with fisheries management. With these upgraded skills, LGUs are better equipped to implement their mandates, enforce compliance, and protect marine resources for future generations.
