As part of the Department of Agriculture’s (DA) OneDA Reform Agenda, the Province-led Agriculture and Fisheries Extension System (PAFES) continues to advance integrated and inclusive extension services in Camarines Norte. At the heart of this initiative lies the Collaborative Agriculture and Fisheries Extension Plan (CPAFEP), a strategic roadmap designed to align the goals and resources of the DA, local government units (LGUs), the academe, and the private sector.
CPAFEP consolidates and harmonizes existing local development plans—including the Provincial Commodity Investment Plan (PCIP) and the Agriculture and Fisheries Modernization Plan (AFMP)—to improve the delivery of responsive and localized extension services. It is the product of joint planning, investment, implementation, and monitoring efforts by the DA, provincial and municipal LGUs, and other key stakeholders.
To ensure the plan remains relevant and effective, the Office of the Provincial Agriculturist (OPAg), with support from the DA, organized a two-day planning workshop on November 5–6, 2024, at the Nathaniel Hotel in Daet. The event brought together various stakeholders from the agricultural and fisheries sectors, including representatives from the Municipal Agriculture Offices, Camarines Norte State College, Department of Trade and Industry, Provincial Agriculture and Biosystems Engineering Office, Agricultural Training Institute (ATI), and Labo Progressive Multi-Purpose Cooperative.
The workshop served as a platform for knowledge-sharing, goal alignment, and collaborative strategy development. Participants revisited and refined existing plans, integrated innovative practices, and collectively crafted a localized CPAFEP for 2025–2027, focusing on Camarines Norte’s priority commodities: Rice, Corn, Pineapple, Coconut, Smoked Fish, Seaweeds, Native Chicken, and Swine. The updated CPAFEP emphasizes sustainability, innovation, and inclusivity in addressing challenges in the agriculture and fisheries sectors.
