In Year 2023, the Provincial Government of Camarines Norte entered into a Memorandum of Agreement (MOA) for the establishment of Province-Led Agriculture and Fisheries Extension System (PAFES) in the Province of Camarines Norte thru the Resolution No. 635-2022, adopted and approved by the Honorable Sangguniang Panlalawigan of Camarines Norte with the Department of Agriculture – Regional Field Office V (DA-RFO 5); Agricultural Training Institute Regional Training Center V (ATI-RTC 5); Camarines Norte State College (CNSC); League of Municipalities of the Philippines – Camarines Norte (LMP-CN); League of Municipal Agricultural Officers, Municipal and City Agriculturists of the Philippines – Camarines Norte Chapter (LeMMCAP – CN); Provincial Agriculture and Fishery Council (PAFC) and the Labo Progressive Multi-Purpose Cooperative (LPMPC). As one of the province-driven extension systems for agriculture and fisheries in the Bicol Region, it aims to strengthen collaboration between the LGUs, DA, academe and private sectors in the province.
With PAFES, the province serves as an extension hub that synchronizes agricultural plans and programs as well as orchestrate the activities of the various stakeholders. DA will co-plan, co-invest, co-implement, and co-monitor priority projects in the province, particularly as they embark on commodity specializations to maximize comparative advantage.
With this, the Agricultural Training Institute and the Provincial Government of Camarines Norte entered in a Memorandum of Agreement for the fund transfer amounting to Php 750,000.00, this intends to support the operationalization and implementation of projects and activities under the PAFES. As a result of the successful implementation of these trainings, the PAFEC Camarines Norte were recognized as the “Best PAFES Implementer for 2023 in the Bicol Region” during the 37th Anniversary Celebration of the Agricultural Training Institute with the theme “Innovate/ Collaborate/ Succeed: Growing Together for a Sustainable Future held at ATI RTC 5 on February 8, 2024 in San Agustin, Pili, Camarines Sur. This recognition highlights the team’s dedication, hard work and dedication together with the farmers and fisherfolks in Camarines Norte, highlighting their significant contributions to agricultural and fisheries development in the region.
In addition, for this year 2024, the PAFEC Camarines Norte, in collaboration with the DA-ATI RTC 5, is conducting a series of training sessions for rice farmers to support the implementation of the Province-Led Agriculture and Fisheries Extension System (PAFES). This year, the province of Camarines Norte has proposed various comprehensive training programs aimed at enhancing the skills and knowledge of rice farmers, promoting sustainable farming practices, and improving rice production efficiency. Additionally, these trainings will include sessions on modern agricultural techniques for rice, pest management, value addition and post-harvest technologies to ensure the farmers are well-equipped to meet current challenges and increase their productivity. Through a combination of technical and hands-on training sessions, farmers will gain valuable insights into advanced agricultural practices. Additionally, the programs will focus on fostering a positive mindset towards sustainable farming, encouraging the adoption of innovative techniques, and promoting collaboration among farmers to address common challenges.
With this initiative, the Provincial Government of Camarines Norte will ensure the provision of various agricultural extension services to benefit the farmers and fisherfolk of the province. These services will include ongoing support and resources aimed at enhancing agricultural productivity, promoting sustainable practices, and improving the livelihoods of the farming and fishing communities. Furthermore, the government will facilitate access to modern farming technologies, technical assistance, meetings and other activities to ensure agriculture and fishery development.
